Permitting Holds Up Prefab Village for Homeless Veterans

There are roughly 2,000 homeless military veterans in San Diego County. There are many more who are considered low income.

"A lot of these veterans are going to be forgotten unless we do something for them," said V Micro Communities President Bill Rigdon.

Rigdon said he could build 140 rental homes specifically for military families on a plot of land right off Interstate 5 at Palm Avenue near Imperial Beach.

"The rental market is through the roof!" he exclaimed. "It (his development) has the formula that we need to help veterans and their families."

Rigdon said he could build the development in nine months using premade modular homes. Rigdon, who has been in the construction business for 40 years, said he has the financing in place but his backers will not wait forever. 

He said getting the permits from the city of San Diego would take more than three years and that he has asked Mayor Kevin Faulconer’s office for help expediting his permit.
